If the carpet is held together by duct tape, maybe it's a trip hazard or a habitability issue? Which any good landlord would wish to take care of. Don't want a tenant to withhold rent.

You make a good point. However, temporarily stapling edges down could take care of a tripping hazard, and from the OPs point of view, it sounds like any habitability issues may be from the way the T is living ( too much "stuff" ). How about we wait for the OP to give us more info to our questions.

Not everyone has low income housing as you. The landlord has just purchased the property and realized that the previous owner has failed to keep it up. You seem to always blame the tenant s, but there are just some landlords who do little to keep their property up. It's good to hear that a new owner takes pride in their investment and tenants. Not like some who put off what needs to be achieved.

Are you for real? That's what slumlords do! You don't know how long the carpet has been down? For all we know, the carpet could be 15-20 years old! Staple the carpet down! Slumlords proceedure!
