Unfortunately, Jason, the law is the law, and we LLs all have to follow them. The best we can do , is read up on all the ESA laws, and then ask for the paperwork from a tenant who wants to bring in a ESA. As I said above, check their other qualifications first, before checking on their ESA. You may be able to disqualify them for other reasons unrelated to animals. I have heard that there may be tweaks coming to the ESA laws in the future, that would say the person wanting the ESA, must be seeing a " Doctor" on a regular basis, within say, a 1 hour's drive of where you live. That would make it a lot harder for someone to get paperwork from some "Dr" they just went to 1 time, or found someone "out-of-state" to send a certificate of need of a ESA for a fee.

That would be great..we need more protection from people who are falsifying paperwork to avoid no-pet policies or pet fees. I love animals and I believe in their power to calm and comfort humans. It's their owners who are often to blame for damage done to apartments.
