You did not say if BOTH Ts are out as of today, have returned all the keys, and you have possession back. If both Ts are out, you must assess the damages, and unpaid rent, and show those costs against the sec. deposit. Then send a letter within 30 days, to both Ts showing what you have charged against their deposit. No keys back, means the Ts still have possession. If so, then issue a 3 day notice to pay or quit(move), for all of Dec. rent, to both Ts. Follow your state's LL/T laws, and its eviction laws, no matter what a T wants from a LL. Never remove any T from a lease, until ALL original Ts are gone.
