I sent it on time to the last address I had, which was my unit. They were asked and didn't provide a forward. My statement, which was sent register/return receipt requested, has been returned and interestingly has their new address. It's well beyond the time to send it, and they owe me monies which I will never collect and won't pursue.
do I need to send this again?

You have done everything your state law requires you to do. Your Ts knew they were going to owe you more than their deposit would cover,so they did not want to be found after they moved out. So, no, you not "need" to send anything again. "However", just to spite them, if you actually DO have their new address, you could show them they weren't as smart as they thought they were, and send them another registered and regular letter to their new address. Yes, it will cost you another $10, and you don't have to persue them any more if you don't want to. But it may give you some "inner" satisfaction, knowing you got the final "one-up" on your former Ts.

Unless the amount is a pittance, I would at least print up a new copy and send it to their new address and then follow-up with another letter 30 days later stating they should either pay the balance due or contact me to make arrangements or I may have no option but to take them to court (even if I have no intention of going to court).

I can understand letting a bit go for tenants that leave the place in good order; after all, they are usually saving me time; but I won't generally leave money on the table if the damage exceeded the tenant's security deposit.

Then again, we don't know your exact situation.

Regardless, don't open the envelope. Just put it in the file.

Do not resend the security deposit statement. The extenants could claim that you failed to comply within the required time limits. You should send them an invoice/bill for any monies due. You have met the requirements for issuing the statement out in time, so don't mess that up by resending it.
