You have done everything your state law requires you to do. Your Ts knew they were going to owe you more than their deposit would cover,so they did not want to be found after they moved out. So, no, you not "need" to send anything again. "However", just to spite them, if you actually DO have their new address, you could show them they weren't as smart as they thought they were, and send them another registered and regular letter to their new address. Yes, it will cost you another $10, and you don't have to persue them any more if you don't want to. But it may give you some "inner" satisfaction, knowing you got the final "one-up" on your former Ts.
