1. For your personal residence (not rental property) the IRS says you can deduct for payments made after the taxes are assessed. So if you haven't gotten a bill by 31 December then you can't pay it this year and deduct it this year.
2. For your business property (i.e. the rentals you hold), as I understand it taxes are still an allowed deduction. I'm thinking that none of those business people are going to allow Congress to do away with this allowable expense. So no reason to want to pay it early.
