Could you please give us a LOT more info, so we know what you are talking about, and what your questions are?-----start date of lease, why they want to move out, what you have said about it, any notices given by either party,etc. Your original post was only talking about permits, etc.

1. 1-year team Lease, expired on 08/31/2018. 2. Why they want to move out? I do not know the reasons. I know - they are NOT financially qualified during my Tenant screen, but have rich CEO uncle to pre-pay the whole year rent plus 2-month deposit. Since T cannot move out before LEASE expires, T use many reasons "Health and Safe", want the money back and move out. 3. L would not break LEASE to ask T out.
