Nope. the ordinance is specific to rentals and didn't include any exemptions for smaller properties. If you provide the extinguisher in a multi-family dwelling (even if it just a 2 or 3 family multifamily) you have to provide a trained person to operate it.

So all a LL needs to do , is tell the T he(LL), is not providing a fire ext., and the T can get one if they wish, at their own expense. The T can get their own training too, at their expense. Case closed.

That is what we did. After we fired the handyman who took it upon himself to buy extinguishers, give to tenants and install in units and bill us. We gave the extinguishers as gifts to the tenants and fired that handyman.
