Check your state's LL/T rules. My state requires the tenant to provide a copy of the changed key to the landlord or the tenancy terminates after a certain time. Your state may have something similar. Regarding the discrimination claim. Discrimination is when you treat a person differently. Illegal discrimination is when you do that based upon certain protected categories. So just make sure you stay w/in the rules and probably document everything you do with this person. I get the impression that this tenant is claiming that you calling the for the rent when it is late is discriminatory. So, when other tenants are late do you call them too? If you don't then the tenant may be correct.
