My lease is very specific. That tenant may NOT change the locks. Period.

I would go over there with someone to witness....change those locks, and bill the tenant for the work...or, send a letter stating that the tenant has NN number of days to put the old locks back or the tenancy will be terminated.

If you do not have such language in your lease...you could have a great deal of trouble getting this fixed. When the lease is up..terminate them.
