What type of rental agreement do you have with him? M2M or 1 year?

M2M, they are also a month behind on rent and have not lived there since April 4th. They come feed the cat about once a week.

If they haven't paid April's rent, why didn't you give them a 3 day notice 2 weeks ago?? Until you decide to give them correct notices LEGALLY, they could be in your unit for several more months, without paying any rent. What you could do, is post a 24 hour notice on their door tomorrow, that you are going in on Monday to see what the place looks like, and if they still live there. Take a witness with you when you go in. Decide from there if they are out or not.
