If it is a TRUE ESA, then, NO, you cannot charge extra rent or deposit for it. Get ahold of your local civil rights organization, and find out the facts about ESAs. In general, the person having the ESA must show you legitimate papers signed by a doctor they see on a regular basis, that says they need to have one. And even if it's a true ESA, they need to be friendly to everyone they meet, be up-to-date on their shots, and not disturb other neighbors by constant barking. Any dog that is outside most of the day,every day, is not an ESA, as the owner is not very "emotionally attached" to it. There are MANY scammers out there, trying to get away from having to pay to have a pet. All a LL can do, is know the federal laws regarding ESAs, and check out the person and pets first. There can be fines for charging for an ESA, when you shouldn't have, so know the laws FIRST.

Google PA,s civil rights commission. From there, either click on or call to find a local CR comm. in your area. Then talk to someone who can answer your questions. They probably have pamplets they can also send you regarding ESAs,also
