I think it is absurd and a common practice. The fine might be $500. Then after thinking on it I see it is a sure way that no owner will allow this to go unfixed. There is no way out of it.
Which brings me back to clearly defined damage points written into the lease and the dollar amount or solution for repair even during tenancy. This is my plan. I am even making a area with less expensive landscape rocks for the dog to use and therefor any damage to the lawn due to ph burning will be on the tenants animals fault. Its going to be like a huge cat box for dogs outside.
