I'm not stepping into the mess of whether the tenant has the right to change the locks. I'm commenting only on the recommendation to deduct the cost from the rent - WRONG!

Don't deduct the cost from the rent. Could be grounds for eviction if you pay less than 100% of the rent.

The cost the tenant incurred was not authorized by the LL. There are in some states laws that allow deduction of costs for certain types of repairs that the LL didn't do, but read the law first as there are a lot of hoops to be jumped through before one can deduct.
