Thank you so much for all your great advice. I decided to fix it since the cost to us is low, just a few pieces of wood and a handyman or my husband to patch it all in there. But not good deed goes unpunished :(

Thanks you also G (Iowa) you gave us some great tips and you are right about our tenants they are not scot free and we will write them a strong email about securing those 3 dogs better and making sure they are not barking so much. We will make sure to go there with a handyman, since a contractor is not needed, to give us an estimate about the REPAIR only which should be around $100-$150.00
Will also stop any form of communications with the old couple, except to tell them once we check the fence that we will only fix it.

Think about getting rid of those renters and then no more dogs/pets. The dogs are your problem.

Once you have fixed the fence, take pics and video of the whole fence again, in the repaired condition. Then you should make it a point to go over there once a month (this year only), and walk the fence line to make sure no other damage has occurred.

    By repairing the rence I think you're being very nice - I agree about taking pictures of it. The tenants have lived there 2 years with the dogs - I would wonder why now is the neighbor complaining.

    I would wonder if the tenants are leaving the dogs out more - or were they puppies and now grown dogs & noiser.

    I had a neighbor (not quite that bad), but complained about our tenant - no wild parties or pets, but he "seem strange" (was just quiet and kept to himself). She said he parked his car tires over the cement path on to her lawn (Maybe 3 inches a couple of times). Sometimes you just can't please people and they don't have anything else to do but complain. This neighbor finally got tired of complaining.

      As Michelle Obama once said---"Take The High Road". I think that is what this LL is trying to do----trying to "mend fences" (yes, this pun was intended) between his old neighbors(friends), and his new tenants. Hopefully, everything will work out for ALL parties.
