When Tenant removes the existing mulch and do not add new mulch back, then who is responsible to the cost of adding mulch back?

In this case, the T must replace the mulch UPON MOVE OUT, at their expense, or you can do so, after the T moves, and charge the Ts sec. dep. Tenants are not going to live how YOU live. Unless they are violating a health or safety standard, or are causing trouble in the neighborhood, leave them alone.

    The reality is mulch needs to be there seasonally to protect hedge plants for the coldest winter and warm summer. Timing is one of the most important things for yard / Ground maintenance.

    Speaking of Living quality, my Tenant used "daughter's birthday party" to tell me not install mulch;while most of people prefer having mulch right before formal party. My tenant is special.
