Thanks everyone for the replies.

It’s a month by month lease so fortunately I am not trapped in for an extended amount of time anymore.

Hm, I don’t really believe it’s mental illness because he is holding down a state job for many years now (although I can be wrong). I know I need to be more professional and firm about it, it’s just hard to be that way.

- clueless as to why its unreasonable to request better appliances when he can't take care of what he has

He'll need to hang on to that state job and he'll need to get a good letter of reference from you so that he can find a living situation that better meets his needs. The sooner he leaves, the more likely you are to give him a nice reference, and the less damage will be done to your place!
