There are several products that will achieve what you desire, cork underlayment is not one of them as it requires increasing the floor height by the requirement of a layer of cement board and multi layers of thin-set mortar.

You need to be sure exactly what degree of sound proofing you need to achieve first if this is a condo association issue.

The following products when installed correctly will meet the following;

Impact Insulation Class IIC 72 and Sound Transmission Class STC 71

Proflex 90
Super Soundproofing™

Both will run just over $2.00 per foot for materials, but should meet your situation. You will not find the correct products at the big box stores, only from those who specialize in commercial sound proofing.

FROM OP thanks dan-----that seems like a potentially good product,....just labor intensive for lay down and seam bridge and thinset atop.

this hoa stuff is really becoming a pita.
