Sorry, to clarify even if they give proper notice. Let’s say the contract states that the month-to-month tenant must occupy the residency for a minimum of 6 months or be subject to a fee, be required to paint the apartment, etc. Hence a penalty of some sort for failing to maintain a certain length
of time in the unit on the month-to-month.

That sounds like a 6 month lease that may become a M2M w/a 'fee' to break the lease prior to 6 months.
