I just wanted to say I'm not sure if you are right about the last fact. I've had section 8 vouchers for ten years and have lived in one home. Some years my rent has been a 1000 dollars a month, some years 600 and the year after I was hospitalized four times for almost 3 months total, 200 a month. My house gets Inspected. They look at different things, leaks,vermin inside n outside, the cleanliness of my house, etc. Every time something has been wrong, with the exception of the first few years, I've fixed it myself and called the inspector back n he checked n signed off. Sure there was a time the heater didn't work correctly and my landlord had to pay but they should do that anyway and it wasn't a government person, it was their buddy who was hvac person. So it's pretty easy for landlords, especially if you get a good tenant.
