I believe rent should always be raised even if only by $5.00. The market will determine how much you can raise it without overpricing your rental out of the market.
When you go without raising rent most tenants become accustomed to that and then when you are truly justified in raising rent they become despondent.
Do everyone a favor and raise rent yearly.
