If it would me I would give them the 60-day notice, but charge them the original rate for 1 of those 2 months. Just put the discounting in writing.

Yes. Since you have to give them a 60 day notice and you only give them 30, that means they paid the increase one month early. So either give it back to them or let them pay another month at the original rate.
