Robert - I think it's a bit too strict to deny a tenant a hamster but if you have concerns you can talk to the tenants. We are also a no pet complex and I tell my tenants that if they want a small caged animal to please check with me beforehand. I'm ok with hamsters, gerbils and such but I have to deny tenants who want rabbits (because they are never actually in the cage) and reptiles. And the owner absolutely will not allow birds. :)
