I understand that this is a landlord site. I asked here because I assumed that other landlords might be able to advise a course of action to which they would react positively, in hopes of avoiding an ugly conflict with my landlord.

Yes, "shady" is only my opinion but it is fact that he is violating the law with regard to my deposit. I feel that he is trying to take advantage of my ignorance and yes, I could use that $700.

I did anticipate some here to say "don't rock the boat" let him have the money. I'm glad not all replies have been so partisan.
