I use LPA lease that has a provision of "mail communication method".

The damages to the premises exceed the amount of the security deposit. In VA, Landlord can extend 15 days to provide the itemized. I am sending a certified letter. Do I must send an email to Former Tenant?

Is Landlord responsible?

(1) When Certified mail targeted the arrival date 1 or more days before the repair / inspection date, but Tenant was not at home to sign and then did not pick it up from Post office (actually the letter is returned to me), can Tenant post the responsibility to Landlord?

(2) When Certified mail targeted on the same day and AM hours before the repair (Tenant requested) / inspection PM hours, is it ok to enter the house?
