I grew up in a village in Nebraska (Pender), it is in fact the distinction for the community -- Village of Pender. This is also in Nebraska. The City Council of Oakland, NE is asking for this information regarding a single-occupancy house.

There is NO reason to give any city, county, or state, info on who is renting your property. That is a private contract between you and the tenant. They can ask about who OWNS the property,(you), some general info about where you live. and about the property itself.(not the people living there) They may even have an ordinance regarding inspections of rental property, since renting a property is considered a business by the federal govt. If any govt wants to do a census of a town, they can do that by sending letters to ALL addresses, or going door to door to get info. Just don't YOU give out any info about a tenant, to ANYBODY, unless you have their written permission to do so. Again get ahold of the actual ordinance, and then run it past an attorney.
