Just a note here.
In the future, it you are doing periodic inspections, you might note and ask tenant to remove the plastic sheeting in the spring, or you can remove it as fresh tape will probably come off easy, and or you as LL can place and remove each year as necessary.

Another option which you might consider is interior magnetic frame lucite panels. These are similar to the panels in triple track storm/screen Windows, but the frame is magnetic. A maticing flexible magnetic tape is permanently mounted to the opening casing and the storm panel fits and is held in place by the magnetic tape strip. While these are expensive as they are custom made,...they are absolutely beautiful, virtually invisible , long lasting and way more effective than Saran Wrap.
