The 7% + CPI is more than most landlords in Oregon have been increasing rents. The renter rights groups have already said it is too high the average increase is much lower, despite their pushing on this because of 40% - 100% or more increases they used in their testimony. I'm expecting that they try to reduce it next year. We will see.
What is really rather sad is that Portland pushed through their restrictions and it hasn't made things any more affordable or increased available units so now they are looking at even more things including a proposal to change screening criteria: https://www.portlandoregon.gov/phb/article/696420.
They are also requiring all rentals to be registered and then the Office of Revenue sends a demand for all tax returns since you owned the rental. There has also been talk and proposals to impose taxes on the landlords to cover programs to address the housing crisis.
