Can I send the security deposit deduction letter by email? Or should I mail each person a certified letter? My rental is in West Virginia.

You should look to your state's LL/T laws for the answer. Unless WV recognizes Email as a legal way to send SD statements to tenants, you should send them by both regular and certified mail to their new address, if they gave you one, or to their last known address, which would be your rental property. If the cert letter comes back to you, keep it, unopened, and if you ever have to go to court, let a judge open it.

As long as you send certified mail, no problem.
