The $1700 is just part of business IF your T had fulfilled the lease. She has not, so you could charge her the $1700 against her deposit once you have a new T in place. If she does not give you anything in writing about not fulfilling the lease, you will need to send her a 3 day notice to pay July's rent or quit, when it comes due. ( I assume she has paid June's rent ) You must establish some documentation in order to get possession back.

She sent an email stating she will continue to pay for utilities and rent until it can be re-rented. She wants to hand in the keys since she never moved in and still lives in her previous house.
