No, you do not want to contact the tenant. The envelope that the waiver came in should have the address of the court house where the letter came from. Go to that courthouse this week, take the letter with you, and start asking questions about what the letter is/means. You may have to ask several people until you get to the right person.

Thank you, Garry. I made a phone call to the court and a clerk told me that its a mistake and I should ignore it. I still dont know what the tenant is suing me for and am looking forward to getting served with the papers.

Since the tenant is suing me for something, I think I'd be willing to counter-sue the tenant for the broken fence, that took place 3 months ago.
