Who cares? The law is intended to help cut down on homelessness. It will not help that at all. The class economic divide was caused by exporting jobs, replacing jobs with machines, increased numbers of people in the job market--there are nowhere near enough jobs for the people wanting jobs. Static rents and slowed rent increases (about 5% plus 3%) will not help homelessness. I guess the politicians need to something.
