I am trying to schedule a time to get my tenant's unit with somebody else, and I clearly stated that not just by myself.

But when she replied me on scheduling, she also said in the end "And u are not coming inside my apartment I fear when u are along with me".

This message sounds like I did anything inappropriately, which is absurd to me. When should I reply to her?

This lady has a lot of problems with me and with other tenants.

Since you know she is deranged for your own protection insure someone else is there when you go. As soon as lease is up find a new tenant.

Give her 24 hr notice that you will be going to enter with someone else to fix whatever it is your need to get in for.

If she is entirely unreasonable just call the police for a civil standby.

Tell the woman if she needs to have someone else there she is welcome to have her mother there, her sister there, her best friend there, a brother or whoever she feels comfortable with. But you have a right to do repairs with a 24 hour notice, and you need to schedule the time to be there. She does not have the right to tell you you can't address the repair. Encourage her to have someone there with her that she trusts. If she can't let you in, give her 30 days notice to leave, and find a tenant that you can work with...drama isn't worth it.
