You cannot do anything, as long as the rent keeps getting paid, and the tenant has authorized someone to take care of the cat. Stay in weekly contact with the sister and neighbor. Once the rent stops getting paid, you can then start formal eviction procedures according to Penn. state LL/T laws. If/when the T passes, either check with the sister, or the executor of the estate about what to do.

Do everything LEGALLY, as you do not want to be held liable for any valuable possessions the T may have had, that you tossed out. What if someone claims there was $50,000 worth of jewelry that is now missing. And be sure to get everything in writing, before you do something/anything.
