but for the most aggressive but risky ( I would take this risk if I was worried about arson) if T B is just absent minded then it would be safer to process an eviction through a court.

1. make sure tenant A leaves the place empty when he moves out, including any of B's possessions. tell A that he will get an eviction on his record even if it is just B that gets evicted. (make it clear to A that the place must be empty of all significant possessions )

did you send the tenant the proper notification of acknowledgement of move out and tenant rights to a walkthrough? if not

2. in the notification of acknowledgement of move out and tenant rights to a walkthrough address it to tenant A and tenant B and all in possession.

3. conduct a walkthrough if tenant A requests.

4. meet with T A on move out day and make sure it is empty, change locks on the spot and do not allow entry to anyone after he returns keys to you.

Tenant B has dead bolt locks on bedroom door and bathroom. There will be no entry unless the doors are open willingly or busted down. Tenant a has no access to tenant B's belongings due to deadbolt locks.

I feel the stove top was absent mindedness. Tenant B wants to stay, but she has failed to pay the rent. Yesterday she said "lets be honest, I cant do both" You let me stay I pay the rent and we get another roommate. Otherwise I can't pay if you kick me out". I just want both tenants to leave at this point.

    This situation created by landlord and A and B is a dangerous and stupid mix. Landlord still thinks stove top is absent mindedness although B told landlord that A has done this several times.
    Why didn't landlord fully screen the new potential tenant B?
    Lawyer. And get yourself a sufficient amount of property management training now.

      How would anyone screen someone for leaving on the stove burner? Please tell me what screening test will provide that kind of information? Tenant B has a job, did not show signs of mental illness, drives a car, has an education and is able to hold a conversation. Both Tenant A and Tenant B are just normal average folks. And correction Tenant A told Landlord that Tenant B has been absentminded and left on the burner in the past. Again, Please tell me what screening test will provide that kind of information?
