I had rented to foreign students in the past and asked them for 2x deposit and any important documents such as their bank statements, passports and visas since I could not get their employment record and landlord reference.
Would you ask have done something different or asked for additional documents?

For two years I worked with an apartment community that was primarily students. Once in a while we would have a student from another country try to apply. Of course, as you said, a quick prequalification would show that they would have no credentials what so ever.

The only way we would go forward would be a cosigner from within the state.

If they default on the rent and leave the country, you will not collect. If you accept a cosigner from out of state, it is extremely difficult to collect (ie not worth it). We made the decision that it was better to loose the rental unless we could be certain we covered.
