I agree with both you and Brendan on this. YOU are the owner/landlord, and YOU should have checked on all kinds of things BEFORE the HOA inspectors did their inspection. This was a very expensive lesson you just learned. Do NOT let any tenant repair or replace something that is your responsibility to do. Pay the fines out of your own pocket this time, and don't try to make the T pay for any of it. Then write a letter to the HOA informing them you want a written notice from them 2-4 weeks before any future inspections take place. You should also tell your T to not let anyone from the HOA in to do an inspection, without you being there too.
