Arizona Covid-19

One of my tenants has not paid rent since March and is, after he first sent documentation for his covid-related job loss in late March, unresponsive to inquiries.
- tenant lost job in late March (documented) - found new one (lesser paid) in early April - promised to pay full April rent late in early April - then promised to pay in two installments with dates - said he applied for state rental assistance - did not keep any of the promises - does not communicate anymore - rental assistance organization never contacted me - tenant also defaulted on May rent.
The Arizona eviction delay, per governor's executive order, is in place until July 23. Any advice on how to handle this situation?
