Its happened multiple times. We talked/texted about it four times. He claims he cant remember talking about it or didnt know it was an issue...each time. He is now getting v abrasive to my tennant who told me. Hes been here less than two weeks. My other tennants 6yrs plus. He going to be a problem.

You've got a problem here.
Landlording 101........first day.........first class,......first hour ::: original paperwork is signed in conformed, duplicate originals Two copies .....one for LL and one for T
Here's your copy of our agreement,...learn it,.. Love it,.. Live it.
Here's your key,......don't loose it.
If there's nothing about on property parking spaces in his agreement, you have a problem and will continue to have a problem with him and your other tenants.
If there's nothing in your other tenants paperwork,...you're really gonna have problems
Are any of these spaces specifically ASSIGNED ..?
Try posting signs. RESIDENT TENANT PARKING ONLY VIOLATORS WILL BE TOWED. Most cities require code section included,...etc.
Your local designated towing / impound company can help you with that and will probably furnish signs at no charge.
Assigned parking spaces are a premium perk and have cash value
Have the available spaces been specifically assigned to other tenants ? My units that come with an assigned space have language in the lease detailing which space by number is that specific tenants space and also that they as the tenant are responsible for the removal of any unauthorized vehicle in their space.

Forty years ago, when I was a kid, I rented my first studio apt as a tenant. It was $ 135. There was a parking lot on the side of the building. No pavement stripes. We all just made it work, and there was enough space and less people, with less cars. That was then,....it ain't like that no more.
