My tenant has been complaining about strong offensive cooking odors that have forced him to leave his apartment for a couple of hours. He is very upset and threatened to leave. He is a great tenant and I don't want to loose him. What can I do within the laws of Pennsylvania to rectify this problem and how can I prevent it from happening in the future.

Do you own the apartment that has the cooking smells? They have a right to cook. Why is the odor offensive?

Buy the cook an exhaust fan?

you will have to CHECK AND confirm where IT is coming from.

Then talk with other tenant to find out if they perceive the same odor.
After you talk with tenant ask tenant to comply with the lease clause : SANITARY CODE AND ENJOYMENT
People cannot enjoy a disgusting odor. YOU CAN ASK TO BE MORE CONSIDERED TO OTHERS IN THE BUILDING.
