Hi Good evening.
My rental property is in riverside county southern California.
I received a letter from the local water district saying the water bill associated with the rental property has past-due unpaid, and reminds me that a lien may be added to the house if the bill is not paid by a date. questions:

- can the water district hold landlord responsible for unpaid tenant bill?
- what is landlord right to force tenant to pay the bill/make account current?

I am in PA, so things may be different here. I have had tenants move out without paying the electric and gas bills. Unless the tenants provide me with a forwarding address, I simply write RTS - MOVED on the envelope and drop them in a mailbox.

As far as a possible lien goes, I have never had any utility company threaten me about placing a lien on my property.

Honestly, it seems silly. If someone doesn't pay their electric bill for $300, and they live in a complex of 100+ units, there's no way they can put a lien on that property.

But I will let others reply as well since they are much more knowledgable.

In Colo the Electric/water bill becomes a lien, but the natural gas does not.

You need to post a 3 day notice to quit or cure for the past due utilities.
