Is it legal for a tenant to retaliate against a landlord? Is it legal for an employee to retaliate against an employer?

I have a tenant moving out, and one of the other remaining tenants asked if she could rent out the additional parking and garage space.

I responded that it would not be possible.

So the tenant replied in an email that because of my answer to the garage parking space request, she is therefore now going to complain about other housing complaints.

Cold water pressure is too low.
Malfunction with keys
Ants

Retaliation by any person against another person, may or may not be legal. It depends on what the retaliation is. In your case, the tenant has every right to complain about housing issues in the property they are renting. Your duty as a LL is to follow up on any issues as soon as you can.

Water pressure too low-----it could be old pipes that could cost you a fortune to fix. Or it could just be an simple aerator on a faucet that needs replaced. The keys-----use your key to check what's wrong. It could be you need to make the T some new keys, or you may need to replace the entire locks. Ants-----buy some ant spray, and show the T how to use it. There are also poisons on the market that the ants either eat and die, or they take back to the nest, and it kills them there.

While at your rental, ask the T if there are any other problems they may have, and try to take care of them. This would also be a good time to check furnace filters and smoke detectors,too.

Two dollar squeeze tube of powder graphite for lock first.

Never use wd40 or silicone spray as theses gum up the locks.

Water pressure vs volume of flow. Check other fixtures in unit and buy a twenty. Dollar pressure gauge to test pressure in building and unit.
