I'm in Iowa, Elizabeth. Yes, you can send a 30 day notice of termination of lease during the COVID-19 pandemic. You just can't say anything about any non-payment of rent in the notice. (during the COVID moratorium ) The way I read Iowa's LL/T laws, you do not need to give a reason for the termination. But you should give reasons if you can, as long as you have proof of those reasons. If anything ends up in court, a Magistrate will ask you why you wanted the T to move.
If her rent is due on the 1st of each month, and you sent her the 30 day notice in the past 2 weeks, it should have said for her to be out by March 31. All 30 day notices in Iowa, always start the next date the rent is due. I hope you didn't say anything about you picking up the cost of the dog damage. If you did, that could work against you. Never say anything about you covering for any damages a T leaves. Anything you want to say about damages should be said in the security deposit statement you must send out to the T within 30 days of them moving out.

I did not mention anything about damages, she is really hard to deal with, hope she will move by March 31 I sent her notice on Feb 15 so she has more time to move. I am thinking she will not pay March rent I think I will loose that rent too because I can’t mention anything about payment. I just want to have possession of this unit and have it ready for a new tenant

Just as a caution, do not try to re-rent the place until the T is totally out, and you have had a chance to go in and clean and repair any damages she may have left.
