California T violates HOA and not paying

The tenant left and her boyfriend took over renting our condo. He is not in the lease but was paying rent for almost a year. He has not paid this month. Also, he violated the HOA rules by installing a Ring doorbell so the HOA mailed me a violation notice. The existing doorbell works fine. It seems the only way to get rid of him is eviction so I want to be careful. I already posted a 60-day notice to vacate.
How would you go by removing the doorbell? Also, would like to inspect the state of the property? Usually, I just sent an informal email at least 24 hours before inspection or repairs but this person does not acknowledge my calls/texts/emails. Should I send him CC 1954 24 hour notice over email, hand it to him, or post it on the entry door?

You Should call/text/email your tenant about the violation notice, giving him 1 week to fix the violation. Also post a copy of the violation on his front door, along with your own letter telling him you will be over in 1 week to see if the doorbell is gone.
If the doorbell is still there, you will be coming over (give him a date and time ) to remove the doorbell, and also to do an inspection of the property inside. If the T is there and will not let you in, all you can do is go to court to get the T out. I would NOT suggest you rip the doorbell off the wall, as that would just make the T retaliate by destroying things inside your place on his way out.
But the doorbell problem is the least of your worries. You need to start Cal. eviction procedures for non-payment of rent ASAP. That is where you will lose the most money if the T never pays you any rent ever again. If the HOA decides to fine you, that can be deducted from the T's security deposit. Be sure to send the non-pay notices by reg and certified mail, along with posting them. Keep copies of EVERYTHING.
