The supreme court just ruled that federal eviction moratoriums are unconstitutional. Maybe that can help you.

Sounds like NJ laws are different,here in Colo if no heat after x days the landlord has to put tenant up in a hotel.

Just give 24hr notices and have police come every time you need to enter.

It's horrible that scum tenants are abusing they system.In anticipation of eviction you should verify where they work and what they own to garnish later. Make sure you get their new address when they do move so you can serve them papers.
