Can you shut off the gas/ hot water?

That should get tenant to cooperate...

now now, i dont mean that you should do a "self help eviction"

but since there is a safety concern of the heating of the place, it raises safety concerns that fall upon the LL as liability.

so ask the court ( ex parte motion ) to shut off the heating supply at the source until repairs are done.

at this point the tenant is suspicious of every activity from LL so they are disregarding the seriousness of the risk. co2 fire.

I would get a local pastor nun etc to possibly mediate the issue so you could make it clear that you want to repair the problem and nothing else.

for their safety.
