I have a T who left mi property on April 30th
T left a big mess and dirty unit. I will make a sec deposit statement
T said deposit is from federal institution (Anawim) and I need to give full deposit to her because is federal.
When we bought the property she was there already and Anawim paid her rent for a few months.
if it was from this federal institution, do I need to give them back this deposit in full?? (Not to her but to them)
Or I am allowed to make deductions to them??
What do I do?

The Feds paid the deposit on behalf of the tenant. You owe NO statement OR deposit money to the Feds. Treat the deposit as if it actually came from the tenant in the first place. Send your deposit statement out by next Friday, to the tenant's forwarding address. Be specific on your deductions, and either send the tenant the difference, or ask for more money from them, if they owe you more than the deposit covers.
