In most instances, most LLs (including myself) would say the same as you----we would not fix the door til the current T is gone. HOWEVER, you owe it to your new tenant to have a working garage door, which apparently also provides additional security for the property. Take pics of the damage, then repair/replace the door this week. That will make your new T happy. You will just have to "grit your teeth" if the "evicted" T still gets to use the garage without paying for it, and hope the current T does not cause further damage to anything he has access to.
