Is this ok to send to tenant?
Please remove your items from the 2nd half of the garage. Please stop using and encroaching into the garage space that is not designated for your use. Please remove items from the garage that are cluttering the garage space. Tenants are only permitted to use the provided storage bins for storage purposes. Tenants are not allowed to place items on the garage floor space, walls, or on the rafters.

Were any specific instructions about the use of the garage given to the tenant when they moved in? If not, and you want to change things now, you must provide your tenant with at least a 30 day written notice of a change of terms of use of the garage.
You should take pics of what the garage is like now. Then send a copy of the pics, along with your letter to the tenant, explaining more clearly what you want them to do. Don't use the word "cluttering"----that's an opinion, and there are a hundred different opinions out there of what is "clutter" and what is not. If your T is paying you rent for the garage space, you cannot tell them what not to put in the space, unless it's a hazard of some sort.
