this tenant has been using the space next to hers and taking advantage of the vacancy.
she has been warned several times formally about the plans to enforce the parking/ storage situation.

Covid prevented LL from enforcement until 6/30

COVID-19 did NOT prevent you from changing rules of use of a garage space. That moratorium only says you can't evict a tenant from their actual living space-----a garage is not considered a "living" space---it's considered storage. You didn't say anything about evicting your tenant themselves----- just about various items stored in a garage space that is not their's to use. That's a RULE change, not an eviction notice.

what does your lease say about the garage? You can only enforce what is there.

Dear T,
The lease clearly states .......... You are in violation of those clauses. Please rectify by....or your items may be removed.
